California Progress Report Receives Consumer Journalism Award

I was deeply honored to receive the Consumer Federation of California’s 2008 Consumer Journalist Award on behalf of the California Progress Report in a ceremony in the basement of the state Capitol cafeteria. Others honored by the CFC, a consumer organization founded in 1960, included a number of my heroes, and the audience of over 100 included many distinguished guests and representatives of organizations I cherish. I joked that over half of the crowd had written articles for the California Progress Report—which in fact was accurate.
What makes this award particularly memorable to me is that the CFC last bestowed this award on former Chronicle consumer reporter David Lazarus, who now writes for the Los Angeles Times. I consider Lazarus a giant in the field of business and consumer reporting.

Bill Clinton has urged Democrats to "chill out" about worries that the extended primary race could cost us the generalelection. "We are going to win this election if we just chill out andlet everybody have their say," said Clinton.
Senator Alan Lowenthal (D-Long Beach) wants to drop California's Cold War anti-communist laws. Needless to say, conservatives are freaking out: "Less than 20 yearsafter the fall of the communist Soviet Union, California lawmakers areeager to once again begin advancing a political ideology responsiblefor the deaths of millions of innocent people," said Karen England,executive director of Capitol Resource Family Impact.
Dan Walters asks whether California really needs a bullet train. The idea sounds great on paper, but funding could be difficult.

Air Pollution from California's Ports: A Serious Health Issue--Senate Bill 974 and the Art of the Possible

Recently, we posted a piece by Senator Alan Lowenthal, calling for passage of his container-fee measure, SB 974. This common-sense measure would have required a minimal fee on each container coming off the ships at the Ports of Long Beach, L.A. and Oakland where the air quality is so badly impacted by the vehicles transporting this important commerce. The fee generated would go to mitigate the filthy and unhealthy air quality. It would also be used to repair the infra-structure upon which the trucks and vehicles transporting these goods move.
Unfortunately, those who benefit from the commercial (read profit) aspects of this---the Wal-Marts and other big corporations, have been fighting tooth-and-nail to kill this bill. While Senator Lowenthal remains committed to its passage, the dark under-belly of politics has pushed back ferociously. Although they've been able to delay the measure, the pressure being put on the Governor and other legislators has increased because of the public concern and outcry that has moved this bill far beyond what the big moneyed lobbyists ever expected.

Job Killer or Opportunity to Help Clean Up L.A.'s Filthy Air?

Senator Alan Lowenthal has served in the California Legislature since 1998. He served six years in the State Assembly and was elected in 2004 as the senator from the 27th Senatorial District, representing the communities surrounding the Ports of Los Angeles and Long Beach.
He is a committed and strong voice for reasonable yet firm environmental protections, especially when dealing with issues of public health and air quality specifically. His SB 974 has engendered a full-scale push-back from big businesses both state-wide and nationally. In typical hyperbolic and hysterical fashion, these companies (which read like a Fortune 500 company who's who) claim that the measure will destroy business in California. As Senator Lowenthal explains below, this is typical business baloney.....
What they don't, and can't do is deny the health problems they create or encourage when they deny any responsibility for the mess their current transportation practices engender. This measure will split a mere $30 per container use fee equally between air quality mitigation measures, such as the replacement of dirty diesel trucks and infrastructure improvements such as rail grade separations.

Democratic Free-For-All Expected to Succeed Millender-McDonald in Congressional Special Election

Almost a dozen Democrats may throw their hats into the ring to succeed the late Congresswoman Juanita Millender-McDonald in the 37th Congressiona district, Roll Call, the Capitol Hill newspaper, reports today.
According to the newspaper, among possible candidates are five sitting and two former state legislators, two current municipal officehoders and one well-known law enforcement official. Included on the list are State Senator Jenny Oropeza, who was just elected to the State Senate in November, Senator Alan Lowenthal, Assemblyman Merv Dymally, and Assemblywoman Laura Richardson. Other possibilities mentioned in the article include: Assembly Democratic Majority Leader Karen Bass, State Sen. Mark Ridley-Thomas, ex-Assemblyman Jerome Horton, and ex-Senator Kevin Murray.
Handicappers say a Long Beach-based candidate has the best shot. Some 56 percent of the district's voters are from that community.

California Redistricting Battle--More Action Expected This Week

As Senator Alan Lowenthal introduces a redistricting measure today that is expected to be similar to the one he fought for and managed to get passed by the State Senate last year, and speculation is surfacing that there may be another ballot initiative in the works, I am reminded of the great opening lines of Stephen Crane's Red Badge of Courage:
The cold passed reluctantly from the earth, and the retiring fogs revealed an arm stretched out on the hills, resting. As the landscape changed from brown to green, the army awakened, and began to tremble with eagerness as the noise of rumors.
By the end of this week, the landscape should show the pieces in place for the next pitched battle over redistricting, including:
